City Manager’s Proposed Fiscal Year 2024 Budget Released

City Manager Andrew O. Trivette’s Fiscal Year 2024 Proposed Budget was published on the City of Williamsburg’s website March 31, 2023.

The city manager worked closely with City Council and City staff to construct the FY24 budget proposal, which recommends no change to the real estate tax rate of 62 cents per $100 of assessed value. 

Despite revenues being less than expected due to inflation, the City has an obligation to advance toward its vision of 2040. In developing the budget, City staff identified three budget priorities: 

    1. Establish the necessary funding to build a new downtown library.
    2. Improve the benefits package the City offers to staff, while they are employed and after.
    3. Eliminate the City’s reliance on U.S. Housing and Urban Development (HUD) funds – and the associated limitations – for our public housing sites.

Of these three priorities, the proposed budget fully funds only the lowest cost: the employee benefits improvement plan. The proposed budget allocates about 45% of what is needed for each of the other two priorities, which includes funding for design of a new library and keeps the project on schedule by using both a short- and long-term financing strategy.

Adoption of the FY24 budget is slated for May 11.
